Once you find it, you can send it to your mafia families... Sometimes you will see that you out of requests, I guess it's not ready yet for all players..

I've gotten two red-bags today and shared em with my Family and received 3 as gifts so far doing the jobs tiers, one was an extra chance ticket, a corp soldier, and a rare weapon
